President Trump campaigns in Grand Island today as Sen. Pete Ricketts publicly urges the White House to change its beef import plan, while flood recovery shifts to state and federal damage assessments.

## Update: Ricketts urges White House to change beef import plan ahead of Trump visit

### The senator told the AP the plan is not helping Nebraska ranchers as Trump campaigns with him in Grand Island

Sen. Pete Ricketts told the Associated Press that the administration's plan to import "low-quality foreign beef" is not helping Nebraska ranchers and advised the White House to change course, ahead of President Donald Trump's Monday rally with him in Grand Island. The AP reported the import plan has angered Nebraska ranchers, while Ricketts faces independent Dan Osborn in a Senate race national parties are now watching.

**Why it matters:** Cattle are central to Nebraska's farm economy, and an incumbent senator's public split with the administration on beef imports puts federal trade policy at the center of the state's Senate race.

## Update: State aligns federal partners as flood damage assessments continue

### NEMA is working with FEMA, the SBA and the NRCS to determine whether flood victims qualify for aid

Gov. Jim Pillen's emergency proclamation, signed while he surveyed flood damage in Waverly, requires state and federal agencies to support Nebraska's adjutant general, who also directs the Nebraska Emergency Management Agency. Pillen's office said NEMA is working with FEMA, the Small Business Administration and the Natural Resources Conservation Service while assessments are compiled to determine whether assistance is available and at what level.

**Why it matters:** The damage assessments will determine whether Nebraska seeks federal support, shaping what flood-affected residents, businesses, farmers and local governments in southeast Nebraska can expect for recovery.

## Most Nebraska counties send opioid funds to regions or leave them unspent

### Records from all 93 counties show 35 diverted funds to behavioral health regions and 43 have not spent theirs

Records requested from all 93 Nebraska counties show 35 counties diverted more than $400,000 combined in opioid-settlement funds to their behavioral health regions, citing limited treatment providers, uncertainty about allowable uses and small allocations, according to Flatwater Free Press. Another 43 counties had received settlement money but spent none of it; Nebraska expects more than $150 million over 18 years.

**Why it matters:** Population-based allocations leave rural counties with small sums, making regional pooling a practical test of how Nebraska turns settlement dollars into treatment capacity outside its metro areas.
