Outside money is reshaping Nebraska's campaign landscape, with more than $15 million in PAC spending in the Senate race, while a Lincoln senator's sales-tax allegation and rising utility costs raise fiscal and affordability questions.

## Outside PACs top $15 million in Ricketts-Osborn Senate race

### Two new PACs with P.O. box addresses are the largest spenders, mostly on negative ads

PACs had spent more than $15 million on independent expenditures in the race between Sen. Pete Ricketts and independent Dan Osborn through Oct. 1, according to FEC records: $7.9 million opposing Osborn or supporting Ricketts and $7.3 million the other way. The largest spenders, Cornhusker Majority PAC at more than $4.7 million and Nebraska Values PAC at more than $3.4 million, were formed in 2026 and list only P.O. boxes.

**Why it matters:** Spending is expected to climb through October, and the rise of newly formed PACs with limited disclosure makes it harder for voters to trace who is funding the race's messaging.

## Ballard accuses Lincoln of improperly taxing residents outside city limits

### The senator plans 2027 legislation requiring refunds with interest, while the city says the claim has no merit

Sen. Beau Ballard accused Lincoln of collecting its 1.75% city sales tax from residents in its 3-mile extraterritorial jurisdiction and said he will pursue 2027 legislation requiring refunds plus interest with a 20-year lookback and quarterly reconciliation. City officials said the allegation has no merit because the Nebraska Department of Revenue collects and administers sales tax and already has a process to review and refund taxes collected in error.

**Why it matters:** Ballard's proposal would put local sales-tax boundaries before the 2027 Legislature, with potential refund exposure for Lincoln and possibly other cities if senators broaden it.

## Aging grid and data centers push Midwest utility costs higher

### Utilities requested about $3 billion in Midwest rate increases this year as demand and repair costs climb

Utilities have requested $18.6 billion in rate increases nationwide so far in 2026, including about $3 billion in the Midwest affecting more than 14 million customers, according to a PowerLines report cited by Nebraska Public Media and the Midwest Newsroom. A PowerLines-Ipsos poll found 73% of Midwestern respondents noticed higher energy bills than last year and 78% want elected officials to act.

**Why it matters:** Nebraska's public power districts face the same data center, weather and infrastructure pressures, putting rate-setting and large-load economic development at the center of affordability debates.
