A leadership change at Omaha's public power district leads today's brief, alongside the local approvals still needed for a federally backed ammonia plant, the UNL chancellor search and a push to put Head Start in state law.

## OPPD President and CEO Javier Fernandez to step down at year's end

### The board's governance committee is finalizing an interim CEO

Omaha Public Power District confirmed Wednesday that President and CEO Javier Fernandez will step down at the end of the year, citing "a unique opportunity for his family," with details about his next role not yet public. Fernandez has led OPPD since 2021 after joining the utility in 2017 as vice president and chief financial officer.

**Why it matters:** The transition comes days after OPPD projected less than 100 megawatts available for large new customers, as the utility plans major new generation to meet demand through 2036.

## Update: Superior ammonia plant announced by Vance still needs local approval

### Rezoning hearings for the TalusAg site are not likely until early 2027

TalusAg's planned ammonia facility along Nebraska 8, outside Superior city limits but within its zoning jurisdiction, must be rezoned from agricultural to heavy industrial use and will likely need water, air and utility interconnect permits. Superior officials said the city has not approved the project and is still waiting for the company's plans before permitting can begin.

**Why it matters:** The federal funding announcement does not replace local land-use review, and Superior's planning commission and city council will hold public hearings before the project can proceed.

## UNL chancellor search names 30-member committee and national search firm

### Campus listening sessions are planned for November

University of Nebraska system Executive Vice President and Provost David Jackson announced Wednesday that he will chair a 30-member search advisory committee for UNL's next chancellor, with WittKieffer selected as the search firm. Members include Athletic Director Troy Dannen, the chancellors of the other three NU campuses and Lincoln Chamber President Jason Ball.

**Why it matters:** The next chancellor will lead the state's flagship campus as the NU system faces budget decisions, with the search committee blending university, business and civic leaders.

## Kearney senator plans bill to put Head Start in state statute

### The Education Committee heard testimony on LR 472

Sen. Stan Clouse of Kearney told the Legislature's Education Committee on Wednesday that he hopes to bring legislation next year defining Nebraska's Head Start programs in state law, which currently does not reference them. Head Start serves about 5,500 children across 37 programs statewide and is funded 80% by the federal government and 20% locally.

**Why it matters:** Testifiers said a state framework could add stability for families and staff amid uncertainty over long-term federal support, though Congress has not approved proposals to eliminate federal Head Start funding.
