Nebraskans vote today in races for U.S. Senate, Congress, governor, the Legislature and four ballot measures, as candidates close out campaigns and lawmakers absorb a larger projected budget gap.

## Polls are open 8 a.m. to 8 p.m. for Nebraska's general election

### Early ballots must reach a drop box or county election office by 8 p.m.

Polling places are open from 8 a.m. to 8 p.m., and voters in line at closing will be allowed to vote, while early ballots must be returned to a ballot box or county election office by 8 p.m. In Lancaster County, election officials had received about 42,400 of 48,000 early ballots issued as of Oct. 31 and predict 52% turnout.

**Why it matters:** Early ballots cannot be returned at polling places, and results will begin posting after polls close at 8 p.m. for the Senate, House, governor and ballot measure races.

## Osborn and Ricketts make final appeals before Election Day

### Both candidates cited the farm bill as a priority in closing remarks

Independent Dan Osborn held an election-eve rally Monday at the Astro Theater in La Vista, while Sen. Pete Ricketts made five campaign stops after urging Republicans to turn out. Ricketts said passing the farm bill should be his first priority, and Osborn said he backs "a farm bill that actually works for family farmers" while criticizing attack ads against him.

**Why it matters:** The contest is Nebraska's most closely watched race, with Osborn running as an independent who has pledged not to caucus with either party if elected.

## Update: Projected deficit for the next budget grows to about $1.2 billion

### Forecasters lowered expected revenue for fiscal years 2028 and 2029 by about $355 million

The Nebraska Examiner reports that Friday's forecast reduced expected revenue for the next biennium by about $355 million, pushing the projected deficit from $846 million to about $1.2 billion. Gov. Jim Pillen estimated lawmakers would need to find about $393 million a year for the next three years, and 2027 is on track to be the third consecutive session facing a deficit.

**Why it matters:** The larger gap will shape the budget the next Legislature and governor must write, with projections expected to change again after the Tax Rate Review Committee meets in November.

## House water bill provision would give Nebraska a veto over Missouri River diversions

### The measure would require approval from all 10 Missouri River basin governors

A provision in the House-passed Water Resources Development Act would require approval from the governors of all defined Missouri River states, including Nebraska, before any project could study or move Missouri River water to a state outside the group. The House approved the bill 415-9, but the Senate version does not include the provision.

**Why it matters:** Downstream states, including Nebraska, have long raised concerns about river flows, and the provision would give them a say over proposals to pipe water to dry Western states.

## Education department lands $4.9 million for special education teacher apprenticeships

### Special education remains the state's largest teacher shortage area

The Nebraska Department of Education received a $4.9 million federal grant, distributed over five years with nearly $885,000 in the first year, to expand special education teacher apprenticeships and improve retention. The state reported 140 unfilled special education positions for 2025-26, including positions filled by someone not fully qualified.

**Why it matters:** The grant targets the state's largest teacher shortage area, a persistent workforce challenge for school districts serving students with disabilities.
