With one week until Election Day, new reporting traces the money behind Lincoln's charter amendments, while ratings shifts and a closely watched Sarpy County legislative race sharpen attention on Nebraska's down-ballot contests.

## Nearly $1 million backs Good Government Lincoln's charter amendment campaign

### Most of the money came from a nonprofit that does not disclose donors

Good Government Lincoln has put almost $1 million into its campaign for three city charter amendments, including more than $931,000 from Restore the Good Life, a 501(c)(4) nonprofit not required to disclose donors. Lancaster County Commissioner Matt Schulte said he received $470,000 from the Forward Lincoln PAC, funded by Good Government Lincoln, to serve as a conduit for a TV advertisement.

**Why it matters:** Voters decide the three amendments on Nov. 3, and the filings show much of the campaign's funding cannot be traced to individual donors under current disclosure rules.

## Forecasters move Flood's 1st District race from safe to likely Republican

### Democrat Chris Backemeyer challenges the two-term incumbent

Cook Political Report and Inside Elections recently shifted Rep. Mike Flood's 1st Congressional District race from safe or solid Republican to likely Republican, a change Flood attributed to the national political environment rather than polling. Flood won his previous two House elections by 20 and 16 percentage points, and Backemeyer, a former State Department diplomat, has focused on the Iran war and its effects on gas and fertilizer prices.

**Why it matters:** The ratings change adds the Lincoln-based district to the list of Nebraska contests drawing closer scrutiny, alongside the Senate race and the 2nd District.

## Holdcroft and Tompkins face off in fast-growing Legislative District 36

### The Sarpy County seat is among those that could affect the Republican supermajority

Republican Sen. Rick Holdcroft faces Democratic challenger Darin Tompkins, a retired manufacturing executive, in Legislative District 36, which covers Gretna, Springfield and parts of Papillion and Bellevue. The district has the second-highest median income among Nebraska's 49 legislative districts and is one of the fastest-growing areas of the state.

**Why it matters:** Republicans hold exactly the 33 seats needed to end a filibuster, and Holdcroft trailed in the May primary, making the outcome relevant to the Legislature's 2027 balance.
